1 Timothy 3
(1-7) Qualifications for Overseers
A person who seeks to be a leader in God’s church must have righteous control over his own life and that of his family. God doesn’t just want anybody caring for His church and His people. He wants someone who has been tested and tried and found faithful; someone who is well thought of by others; and someone who will be respectable and gentle and godly in their behavior.
(8-13) Qualifications for Deacons
The requirements that Paul lays out for ministers, are the same for deacons. They must be dignified and dedicated to the faith. They must manage themselves and their own families well. Every Christian, even those who are not ministers and deacons, should strive to live righteously and be faithful in all things. But those who are leaders of others, should certainly hold themselves to the higher standards that are set in this passage.
